Assume Arthur was flood affected-- Cobb and by extension Mal were reduced in his life, so Arthur was more of a criminal and had no concept of totems, thus he thought this was a dream and had no way of knowing it wasn't. He laid low and did research on the barge and people on it. If you want to assume an encounter, we can work something out!]
